How can a targeted list be obtained for cold calling?

Well, the title says it all. What is the best way to obtain a targeted list of phone numbers of potential clients for cold calling? Yes, I'm talking about B2C marketing.

Are there brokers or companies which sell such lists? If so, how much do they cost?

I don't prefer getting list of phone numbers from any brokers. You can generate a list by your own or get from Jigsaw or WhitePages.

You do not ever want to buy a list! Nothing good will come from it ..
Always build your own list ..

Then again I have a great company that if you set your ad up right you can buy buyer leads for like 50 cent a lead with a super high conversion rate as long once again as you "set your ad up right".

Buy setting you ad up right you have to mention a sale and a price in your ad that way that anyone that gets on your list
is going to be a buyer and will convert.
