The only difference is that how different do they both work.According to my point of view:

Web Design:
Web design can be termed as the customer facing part of the website. A job of the web designer is to look that how a website looks and how the customers interact with it. The principle of design is an important aspect which every good designer should know.

Web Development:
Web development is known as the back-end of the website, programming and interaction on the pages. A web developer should know how a site work, how to code languages like PHP, Ruby and so on. they should know how to keep running the site effectively.

i recently had a website built in perth by a group called web development perthand they developed and designed the website in situ. So for them it's kinda the same thing almost. It was great for me cause it saved me a quite a bit of cash and the website looked great. Really easy to use to. I think now days with Wordpress, the tools are so good and effieciate that unless you need a fully customised CMS and function, you can get a really high end product minus the huge development cost.
