Any website goes through what's often called the "Five Ds."
Discover: Determine the needs of your company, the target of your website, the goals, the audience, the scope of the project, platform, technologies needed, etc.
Design: Wireframe, look and feel, site flow, infrastructure, applications, etc. (This is where the language and repositories would be determined.)
Development: Program, code and build the site according to specifications.
Debug: A robust testing plan is needed to assure the site works as planned. Here's an opportunity in testing to adjust processes and improve prior to the final launch.
Deployment: Launch the site and begin gathering data.
